City of London announces new Assistant Police Commissioner

The Chairman of the City of London’s Police Committee, Keith Knowles, today announced the appointment of Frank Armstrong to the position of Assistant Commissioner of the City of London Police.

Based in the Wood Street Headquarters, Assistant Commissioner Armstrong will have operational command of a diverse portfolio, including Terrorism, Public Order, Community Policing and Fraud. He is also the Chief Officer leading the City of London Police on performance management.
Keith Knowles joined City Police Commissioner Mike Bowron in welcoming the appointment.

“The Members of the Police Committee, together with the City community, look forward to working with Assistant Commissioner Armstrong to maintain and build on the Square Mile’s reputation as a safe place to live and work,” said Keith Knowles.

City of London Police Commissioner Mike Bowron said the Assistant Commissioner will form part of a winning team.

“Crime figures for 2006/07 show that the number of offences (7973) has fallen for the fifth consecutive year in the City of London, the new Assistant Commissioner will help lead the officers who keep the City safe,” Commissioner Bowron said.

The City of London is the police authority for the Square Mile and is the country’s lead force in economic crime investigation. Assistant Commissioner Armstrong will assist in overseeing the force’s specialist crime investigations many of which have national significance. The force concentrates on four key priorities: economic crime, anti-terrorism, public order and community policing.

Keith Knowles said the Police Committee was confident that Assistant Commissioner Armstrong has the operational experience, drive and personal qualities to excel in a position of leadership.

“Part of Assistant Commissioner Armstrong’s role will be to continue the excellent relationships City of London Police have forged with police forces throughout England,” Keith Knowles said.

Assistant Commissioner Frank Armstrong joined the City of London Police in December 2000.

He started his police service as a graduate in the Metropolitan Police Force in 1982, having completed his law degree at Sheffield University. 

His police career has included uniform operations, Metropolitan Police Special Branch and heading up Prime Minister’s Security. In June 1994 he obtained a Masters degree in Criminology from Cambridge University under the Metropolitan Police Scholarship Scheme and in 2000 completed the Strategic Command Course at the Police Staff College, Bramshill.
