The Plastic Kitchenware (Conditions on Imports from China)
(England) Regulations 2011 came into force on 1 July 2011 and
introduced conditions for the import of plastic kitchenware from
China and Hong Kong. A copy of the regulations can be

These regulations implement the provisions of Commission
Regulation (EU) 284/2011.
The aim of the import controls is to ensure that harmful
chemicals from plastics do not get into food.

Tilbury, Thamesport and Sheerness are designated ports.
The regulations wil apply to polymide and melamine plastic
kitchenware that falls under CN code ex 3924 10 00 (tableware and
kitchenware) originating from China or Hong Kong.
Importers must pre-notify us two working days before arrival and
all consignments will be subject to 100% documentary checks with
10% being selected for identity and physical checks (including
laboratory analysis). Consignments must be accompanied by a
declaration and a laboratory report demonstrating compliance with
the limits set down in legislation.

The regulations require that the costs associated with these
additional controls are payable by the importer. LPHA has set it

ensure that the costs recovered accurately reflect the work
involved performing these checks.
