High risk foods

Common Entry Documents (CEDs) for consignments subject to additional control measures (as listed below) arriving at Tilbury, Thamesport and Sheerness can now be entered using PHILIS On-Line. Agents should go to the PHILIS website to login or register. After entering details, LPHA will receive a notification advising staff that a CED has been created fro a consignment. You will still have to print a hard copy of the CED (double sided), sign and send to the appropriate office with any supporting documents. Please remember that it is still a requirement that consignments are pre-notified one working day prior to arrival.

The foods subject to increased control are listed in Annex 1 of Commission Regulation 669/2009 and are likely to be reviewed on a regular basis to ensure only known or emerging risks are controlled. This was last reviewed in October 2010  and Commission Regulation 878/2010  amended the list of food and feed subject to controls and the frequency of physical checks set out in Annex 1. Aflatoxins

Existing controls for certain foodstuffs due to the risk of aflatoxin contamination covered by Commission Decision 2006/5004/EC have been replaced by new measures contained in Commission Regulation (EC) No 1152/2009 which take effect from 1 January 2010. All consignments of foodstuffs covered by Article 1 of Regulation 1152/2009 can only imported in accordance with the procedures laid down in the Regulation.

As above, prior notification of arrival must be made one working day before physical arrival using Part 1 of the CED, Consignments must be accompanied with a health certificate as set out in Annex 1and this should submitted with the CED to the relevant dock office.

 

*These forms are Excel spreadsheets and can only be viewed with an Excel-compatible spreadsheet program. The CED should be printed double side with Part 1 and Part 2, after completion of Part 1, the original CED along with supporting documents should be delivered to the appropriate dock office.

Importers of "high risk" food should be aware that these controls will incur an additional charges and these will initially be set by each port health authority. However there is an desire for a standardise national charge to be set. LPHA will be publishing its charges in January 2010 and a copy will be posted on the charges page.

Further advice and information relating to the importation of high risk products and aflatoxins can be found on the FSA website. You may also contact the port health office responsible for the port through which you intend to import the foodstuff.

Extra controls exist for High Risk Products from specified countries to reduce known human or animal health risks and these may include additional documentary checks and testing. A list of products subject to restrictions can be viewed on the FSA website.
