The Carbon Reduction Commitment (CRC)

Introduction

The CRC is establishes a new mandatory emissions trading scheme that aims to improve energy efficiency and reduce the amount of carbon dioxide (CO2) emitted in the UK. CRC will affect large organisations in both the public and private sector.

Organisations that meet the qualification criteria, which are based on how much electricity they consumed in 2008, will be obliged to participate in CRC. Participant organisations will have to monitor their emissions and purchase allowances, sold by Government, for each tonne of CO2 they emit.

In addition, Government will publish an annual performance league table, showing the comparative performance of all participants in reducing their CO2 emissions.

Qualification for the CRC

Qualification for the scheme is based on half-hourly metered electricity usage. Your organisation will qualify if during the 2008 calendar year it:

  • had at least one half-hourly electricity meter (HHM) settled on the half-hourly market across the whole organisation
  • had a total half-hourly electricity consumption over 6,000 megawatt-hours (MWh)
