The City is continually reviewing and updating its plans and policies.  You can find out more about plans that have been superseded on this page.

Local Development Framework

The Local Development Framework (LDF) is the current plan for the City.  Some of the LDF documents have now been superseded and you can download them here.

The preparation of the current Core Strategy included several stages of public participation.  The following documents were issued during the consultation process:

The Statement of Community involvement (SCI) was initially adopted in 2006.  It has been superseded by the current SCI, which was adopted in 2009.

Unitary Development Plan 2002

The City's Unitary Development Plan (UDP) was adopted in April 2002.  Most of its policies and its proposals map have now lapsed, but 55 policies will remain in force until 2013.  You can download the UDP as adopted in 2002 here:

The UDP is accompanied by Supplementary Planning Guidance (SPG) which explains some of its policies in more detail.  Some of this SPG remains in force.  The SPG that has been cancelled can be downloaded here:

Unitary Development Plan 1994

The City's first UDP was adopted in March 1994, and is available to inspect on request.

Earlier Development Plans

The following statutory development were in force in the City before the adoption of the UDP.

Administrative County of London Development Plan 1951.  This plan was prepared by the former London County Council.  It applied to the whole of the then County of London, including the City.  It was reviewed and updated in 1962.  (The plan was also referred to as the Initial Development Plan - IDP).  It remained in force within the City until superseded upon the adoption of the Smithfield District Plan in 1981 and the City of London Local Plan in 1989 (See below).

Greater London Development Plan (GLDP) 1976.  The GLDP was prepared by the former Greater London Council and applied to the whole of Greater London, including the City.  The GLDP was a structure plan, operating at a strategic level, and so did not replace the County of London Plan, but operated in conjunction with it.  The GLDP was adopted in July 1976 and continued force until 1986.

Smithfield District Plan 1981.  Prepared by the City of London Corporation, this plan applied to the Smithfield area in the north-west of the City.  It remained in force until the adoption of the Unitary Development Plan in 1994.

City of London Local Plan 1989.  Prepared by the City of London Corporation and adopted in January 1989, this plan applied to the whole of the City except the Smithfield area.  It remained in force until the adoption of the Unitary Development Plan in 1994.
