Planning Policy


The City of London prepares plans and policies that set out its strategy for shaping the Square Mile. The plans guide the City in deciding planning applications and drawing up proposals for enhancing the environment and managing traffic.

Local Development Framework

The City's plan for the Square Mile is called the Local Development Framework (LDF). It contains a series of policy documents that together set out the City’s planning strategy.  The LDF is being drawn up in consultation with all the City's communities and you are invited to participate.

Unitary Development Plan

The Unitary Development Plan (UDP) , adopted in 2002, was the previous plan for the City.  Most of its policies have now lapsed but some will remain in force until 2013.

London Plan

The London Plan was prepared by the Mayor of London.  Its policies apply throughout Greater London, including the City.
