Education Budget Statements

Local Authorities are required under section 52 of the School Standards and Framework Act 1998 to prepare and submit a budget statement before the beginning of each financial year to the Secretary of State for Education.

Purpose of the Statements

The statements are intended to provide a clear picture of:

  • how much the LA intends to spend on the LEA Budget outside the Schools Budget
  • how much the LA is proposing to retain centrally within the Schools Budget
  • how the local formula is working to produce budget shares for each school in the LA’s area

Scheme For Financing Schools

Every Local Authority must have a Scheme for Financing Schools. This document defines the financial relationship between the Authority and the schools in its area.
 
The Department for Education (DfE) provides Local Authorities with a model scheme, which they must adopt. However they can amend or add to the scheme, if they wish, to reflect any local changes or policies. Sometimes a Local Authority has to make revisions to its scheme that are directed by the DfE.
