Licence - explosives

Any business planning to store explosives such as fireworks, other pyrotechnic substances and articles and small arms ammunition are required by law to have a current explosives registration or licence.

Generally, most small retailers will only require the premises to be 'registered' with the local authority. This is because the amount of stock that they store is relatively small. If you wish to stock more than 250kg of fireworks or other types of explosives, please contact the Licensing Service directly.

Form for explosives licence and registration (65kb)
Guidance for retailers from CBI-Explosives industry Group / Lacors (313kb)
Guidance for retailers from HSE (170kb)
Guidance for retailers on Risk Assessments for premises selling fireworks from HSE (38kb)

If you wish to sell fireworks outside the traditional periods of 5 November, Diwali, New Year or Chinese New Year, you need an additional licence to authorise those sales. Please contact the Licensing Service for more details.

Information for retailers selling fireworks can be found on Businesslink  website and the HSE website.

Retailers must display a poster stating that fireworks must not be sold to under 18s, copies of the poster can be downloaded from the BIS website.
