February 2011
On 8 February the LDAPF hosted an event at which Professor Keith
Humphreys presented 'A New Paradigm for Responding to Substance -
Involved Offenders'. Keith Humphreys PhD joined the White House
Office of National Drug Policy as the Senior Adviser. His
presentation on the 24/7 sobriety programme for repeat drink
drivers in Dakota showed evidence of effectiveness and of cost
effectiveness. Kit Malthouse spoke about the Mayor of London's
proposal to develop a compulsory sobriety scheme for London. The
proposed scheme advocates an enforcement approach providing
specific powers for the courts to mandate sobriety as an order for
alcohol related violence offences.

The LDAPF was host at the Guildhall to a European wide
conference in conjunction with its partners in the European
Commission and the European Action on Drugs. It brought together
leading medical experts, researchers and practitioners as well as
local groups and individuals who are taking action to reduce the
harm caused by drugs. The event was opened by Hugh Morris CC, the
LDAPF’s Chairman, and Ms Christine Dalby, Deputy Head of the
European Commission Representation in the United Kingdom. After a
very impressive series of presentations, Mr. Andrzej Kośnikowski,
Policy Officer in the Anti-Drugs Policy Unit in the Directorate
General Justice at the European Commission closed the event. In
doing so he described the work of the LDAPF and others involved in
the conference as "an inspiration for the work we are doing across
Europe".
1 March 2010
1 March saw the LDAPF run a national seminar for Alcohol Liaison
Nurses as part of our ongoing involvement with alcohol issues. The
aim of the meeting was to bring together Alcohol Liaison Nurses
from around England to share knowledge and information about
approaches to best practice and to address alcohol related harm
through the role and function of alcohol liaison nurses in acute
and primary health care settings.

Both Sides of the Coin
The LDAPF's most recent conference took place at the European
Bank for Reconstruction and Development on 23 April 2009. This
forms part of a project examining the topic of financial exclusion
and poverty, exploring thses issues along with debt and credit as
they impact on people affected by substance misuse. The interactive
sessions enabled professionals to discuss and examine the practical
steps that can be taken to help overcome barriers that contribute
to financial exclusion.

Joining it up
This conference took place in the Guildhall, Old Library and
sought to examine a wide range of issues, including the
implications of the National Drug Strategy - Drugs: protecting
Families and Communities.

Reflecting on the Future
The London Drug and Alcohol Policy Forum (LDAPF) held its first
ever two day conference at the European Bank for
Reconstruction and Development, concentrating on what had worked
over the past 10 years and how we can use this information to
support and advise those tasked with developing the 2008-2018 Drug
Strategy.

Make the Links Make Progress - Overcoming the barriers to work for
former drug users
The London Drug and Alcohol Policy Forum (LDAPF) and Centre for
Economic and Social Inclusion (Inclusion) have been at the
forefront of developments in the drugs and employment field over
the last few years. They are both committed to help promote and
develop good practice in the field.
The Conference was a one day event is designed to bring together
practitioners and those responsible for organising services to help
former drug users into employment. It highlighted and helped
disseminate emerging good practice in this field and also
considered how to tackle some of the most commonly identified
barriers to effective intervention namely housing and welfare
benefits issues. The programme for the day included presentations
from a range of Government departments with a direct interest in
this issue, as well as case study presentations from across the
UK.

This conference sought to celebrate what has been achieved in
the past decade, consider current challenges and practices and to
examine how local practice and experience can and should support
national policy

Learning From Europe Practices and Policies
On 18 October 2004, the London Drug and Alcohol Policy Forum
held its 13th annual conference in the Old Library, Guildhall. The
theme “Learning from Europe: Practices and Policies” provided an
opportunity to learn about and discuss current developments within
Europe relating to responses to drug use. For further information,

Building Confidence in Our
Communities
In September 2003 the 12th LDAPF annual conference, Building
Confidence in Our Communities; Empowering, Planning, Delivering and
Evaluating - Local Responses to Drug Problems, sought to raise
awareness of the issues surrounding community engagement and
substance misuse. Speakers covered a range of interventions
including enforcement, treatment and education from the UK and
USA.

It's a Family Affair
In October 2002 the 11th LDAPF annual conference, It's a Family
Affair, focused on substance misuse and the needs of young people,
families and professionals. Speakers included leading academics and
policy makers. Main sessions looked at current research into
education and prevention, children of misusing parents, treatment
for young people and the role and needs of the family. There were
also sessions providing practical information and advice targeted
at those commissioning services or working in particular
environments.

Connection
In 2001 the 10th annual LDAPF conference, Availability: The
Local Connection sought to bridge the gap between what we read in
the press about £multi-million seizures of drugs and the actions
that can be taken at a local level to restrict drug markets and
stop the damage they do to our communities.

Tackling Alcohol and Drugs in the
Workplace
In February 2001 a highly successful conference, ‘Combating
Drugs and Alcohol in the Workplace’, was held at the Guildhall. As
a result of the LDAPF and City of London Drug Action Team, working
with businesses and other key partners, decided to address a need
identified by many employers. What is the scale of substance misuse
in the workplace? How should we respond to this issue and where can
we get unbiased help and advice?
