On 8 February the LDAPF hosted an event at which Professor Keith Humphreys presented 'A New Paradigm for Responding to Substance - Involved Offenders'. Keith Humphreys PhD joined the White House Office of National Drug Policy as the Senior Adviser. His presentation on the 24/7 sobriety programme for repeat drink drivers in Dakota showed evidence of effectiveness and of cost effectiveness. Kit Malthouse spoke about the Mayor of London's proposal to develop a compulsory sobriety scheme for London. The proposed scheme advocates an enforcement approach providing specific powers for the courts to mandate sobriety as an order for alcohol related violence offences.

The LDAPF was host at the Guildhall to a European wide conference in conjunction with its partners in the European Commission and the European Action on Drugs. It brought together leading medical experts, researchers and practitioners as well as local groups and individuals who are taking action to reduce the harm caused by drugs. The event was opened by Hugh Morris CC, the LDAPF’s Chairman, and Ms Christine Dalby, Deputy Head of the European Commission Representation in the United Kingdom. After a very impressive series of presentations, Mr. Andrzej Kośnikowski, Policy Officer in the Anti-Drugs Policy Unit in the Directorate General Justice at the European Commission closed the event. In doing so he described the work of the LDAPF and others involved in the conference as "an inspiration for the work we are doing across Europe".
