Licence - voluntary sector transport

Some voluntary operators of minibuses and, in a few cases, larger buses, are able to carry fare-paying passengers under certain restricted conditions without the need of having a passenger carrying vehicle (PCV) licence. Mini Bus Permits (Section 19 Permit) for voluntary and non-profit making organisations are issued by the Department of Transport.

Further information about regulations concerning taxis and private hire vehicles can be found on the Public carriage Office pages of the TfL website.
