The Considerate Contractor Scheme, pioneered by the City of
London in 1987, aims to encourage building and civil engineering
contractors working in the City to carry out their operations in a
safe and considerate manner, with due regard to passing pedestrians
and road users. Following the City of London's initiative, a number
of individual local authorities have set up specific schemes from
their own resources to co-ordinate advice and enforcement and
promote good practice on building sites.
Building sites and
streetworks are annually judged on the basis of their overall
performance during that year and on a site visit by a specially
appointed judging panel. Awards are presented by the
Lord Mayor at the annual awards ceremony. See

The scheme comprises a code of good practice,
regular inspections by City of London officers, annual judging and
a telephone hotline enabling the public to comment on the scheme,
on sites and on participating contractors.
The Considerate Contractor Scheme is a co-operative initiative
open to all contractors undertaking building and civil engineering
in the City of London. There is no membership fee, but on joining
the scheme, members agree to abide by the code of good practice and
to display the CCS signs and stickers on the site adjacent to the
public highway. It is by following this voluntary code that the
general standards of works are raised and the condition and safety
of City streets and pavements improved for the benefit of everyone
living, working or just travelling through the Square Mile.
In 1990 the City of
London, in partnership with the statutory authorities and street
contractors, launched the very successful Considerate Contractor
Streetworks Scheme (CCSS). The scheme is the first in Britain aimed
specifically at tackling the problems associated with untidy and
unsafe road works and has been developed as a result of the success
of the Considerate Contractor building works scheme.

Considerate Contractor Scheme code
of good practice
As a participating member of the Considerate Contractor Scheme,
we undertake, in addition to legal obligations, to ensure that site
personnel are educated to observe the following points of
considerate conduct. We also undertake to put right quickly any
statutory infringements or breaches in the code of good practice,
and understand that continual justifiable complaints by the public
or the Corporation will lead to our expulsion from the scheme. The
City of London expects a member of the scheme to abide by the
following principles.
Care
All work will be carried out safely and in such a way that it
will not inconvenience pedestrians or other road users. Special
care will be taken to make sure that pedestrians with sight,
hearing or mobility difficulties are not inconvenienced or
endangered and that access is maintained for those in wheelchairs
or pushing prams.
Clean
Footways and carriageways affected by works are to be kept in a
tidy and safe condition. Hoardings, scaffolds, warning lights and
other features are to be kept clean and neat.
Considerate
As far as possible, works are to be carried out in such a way
that noise and dust are kept to a minimum, and at times which will
minimise the effect on City workers, residents and visitors.
Co-operative
The main contractor is to ensure that sub-contractors, suppliers
and others working on or near the site maintain the standards of
the code of practice.
Comments by members of the public
If you wish to, you
can comment
on the performance of a contractor working on the highway,
either to bring good practice to the attention of the CCS
inspectors or to report what you consider to be bad practice.
CCS Gold Award Ceremony 2011
The 24th Considerate Contractor Scheme Gold Awards Ceremony was
held on Friday, 4th November 2011 at Drapers’ Hall, Throgmorton
Street. Gold Award Plaques were presented by the Lord Mayor,
Alderman Michael Bear who, in his welcoming speech, congratulated
each and every participant. These included representatives from
Demolition, Construction, Scaffold companies and Utility companies
and Contractors working on their behalf.

New category award introduced this year
Communications Award went to Optimise for
Thames Water. The award has been introduced to try and improve the
communication to both the public and city businesses in relation to
street work activity.
Environmental Award went to
Balfour Beatty Civil Engineering for
Blackfriars Station. This site has shown that they
are progressive and responsible in good environmental practice and
innovation. Balfour Beatty has been particularly innovative in the
way that they have managed their waste and transport.
Access Award was presented to
Brookfield/Keltbray Ltd for 100
Bishopsgate. This site was the choice of the City of
London’s Access Group members, who participate in judging for the
scheme throughout the year.
Terry Hines Award was presented to Colt
Technology Services who received the CCS scheme’s 1000th award at
this ceremony; the 1st CCS award was presented in 1987.
Chairman's Cup The Chairman's Cup was awarded
this year to Balfour Beatty Civil Engineering for
their site at Blackfriars Station Development. The
Planning & Transportation Chairman, Martin Farr, congratulated
the team who also received the Environmental Award.
